The Scottish Government is consulting on the introduction of compulsory microchipping of all dogs in Scotland. The consultation also seeks views on the re-introduction of a dog licensing system and the muzzling of all dogs when in public places. Lastly, suggestions are invited on legislative or other measures that might reduce dog fouling. The consultation ends on 31st March.

In addition to this consultation, the Scottish Government will be arranging a summit in the early part of 2014 where key stakeholders will be brought together to discuss how the current laws and approach on dangerous and out of control dogs is operating and whether further measures are needed to improve public safety.
Once again it appears that a small number of those intent on breaking existing laws may result in the law abiding majority being penalised by both cost and licensing requirements.
