BASC has published a paper entitled “Grouse moor licensing – assessment of proposal and summary of unintended consequences”.
A recent proposal to introduce a new regime to licence driven grouse shooting in England does not meet the principles of better regulation, and would have significant unintended consequences.
The proposal has been driven by pressure group politics surrounding the debate on hen harriers, rather than being evidence-based.
There is no evidence that the proposal would provide any additional benefit over the existing regulatory framework.
BASC’s paper sets out how the proposal fails to meet the principles of proportionality, accountability, consistency, transparency and targeting. It also summarises the unintended negative economic, environmental and social consequences that would occur under the proposal.
